Carla-Maria Heath BA IRRV (Hons)
Carla-Maria entered local government as a rating assistant at the London Borough of Lambeth in 1978, moving to the city of London Corporation in 1982. She became senior valuation assistant and subsequently was responsible for implementing community charge and council tax. She has been Head of Rrevenues at the City since 1994, responsible for collecting over 1 billion annually in business rates, council tax, commercial rates and miscellaneous income.
Carla-Maria has been an active member of the executive committee of the London and Home Counties Association since 1983 and has been Association Chairman twice. She's a speaker at Association meetings has has served as social secretary.
Nationally she is a member of the IRRV Local Taxation and Revenues Faculty Board and has spoken for the Institute at National Conference and other seminars and conferences. She has contributed to responses to Government consultation papers for the Institute.
She is an advisor to the Local Government Association and is a member of the Valuation Tribunal User Group and various groups at that the VOA and DCLG. She worked with the Greater London Assembly and the DCLG on the legislation and implementation of the Business Rate Supplement for Crossrail in London and continues working with these bodies on BRS. She was part of a working party at the Ministry of Justice working on bailiff reforms.
