Appearing in the Valuation Tribunal on Non-Domestic Rate & Council Tax: A Session for the Private Sector & Valuation Office

    This one-day Upskilling Session is to be delivered virtually by Andrew Hetherton MRICS IRRV (Hons) and Gary Watson IRRV (Hons), Chief Executive, IRRV along with guest sessions delivered by practitioners and supported by IRRV HQ staff. 

    It will look at the role played by practitioners appearing before the Valuation Tribunal and be of interest to practitioners working in private practice and the Valuation Office dealing principally with non-domestic rate appeals, albeit that the approach is not dissimilar in respect of cases relating to Council Tax appeals.

    Concerns continue to be raised at the Valuation Tribunal Users Group (VTUG) over the evidence produced by the parties at hearings and their lack of engagement. It is essential that parties who appear are conversant with the new Consolidated Statement that came into effect in England on 1 April 2024.

    The Session will first look at the role played by the Valuation Tribunal and local taxation matters that go to the Valuation Tribunal before covering action to be taken by the parties prior to, during and after a hearing. There will be a focus on the new Practice Statement but also the expectation of the Tribunal on the role of expert witness and the approach to virtual hearings which is now the preferred format for hearings before the Tribunal.

    A workshop will take place during the day when attendees work together in break-out rooms before reporting back to the Group. There will be an ‘Open Forum’ at the end of the day where delegates can raise questions and discuss issues.

    After the session participants will be supported in identifying a suitable hearing to observe a Valuation Tribunal Hearing

    A copy of the presentation will be sent out to delegates on the morning of the Session.

    The Institute will make every effort to give delegates as much notice as possible of any programme changes or the cancellation / re-scheduling of an event. However, it does reserve the right to make changes to advertised programmes and to cancel / re-schedule events.
